I am a developer with 15 years experience. I am seeing abuses of this system when large companies hire H1B’s in mass and pay them about 40% less than what a citizen would make. There are no strict controls on salaries in the software field. These positions are all in th 90-120K range. So naturally it will displace a lot of experienced engineers. This is simply not fair especially in this economy.
